Sir John Murray Chadwick (Deputy Chief Justice of the DIFC Courts)

Sir John Chadwick Member of the Dubai World Tribunal, which was established in December 2009, was appointed as a Member of the Small Claims Panel in 2013. He is also currently Deputy Chief Justice of the DIFC Courts after being appointed as a Judge of the DIFC Courts in January 2008, having served for 10 years until 2007 as a Judge of the Court of Appeal of England and Wales and since 2008 has been President of the Court of Appeal of the Cayman Islands. He had previously held senior judicial appointments as a Judge of the High Court of England and Wales (Chancery Division), and a Judge of the Courts of Appeal of Jersey and Guernsey.

Justice Sir John Chadwick was called to the Bar of England and Wales in 1966. He was standing counsel to the UK Department of Trade and Industry from 1974 until 1980, when he was appointed Queen’s Counsel. In private practice he undertook both litigation and advisory work; principally in property, company, insolvency, banking and insurance matters. His experience includes litigation in Malaysia, Hong Kong and Bermuda.

H.E. Justice Omar Al Muhairi (of the DIFC Courts)

H.E. Justice Omar Al Muhairi was appointed as a Senior Judicial Officer at the DIFC Courts in August 2005. H.E. Justice Omar Al Muhairi brings to the DIFC Courts an in-depth knowledge of the workings of the Dubai judicial system.

In 1994, H.E. Justice Omar Al Muhairi was appointed as a Prosecutor for Dubai Public Prosecution and served as Prosecutor until 1998. In 1998, he was appointed by the Ruler of Dubai to serve as a Judge in the Dubai Courts. During his tenure as a Judge, H.E. Justice Omar Al Muhairi dealt with a large number of major criminal, commercial and civil cases.

In late 2004, H.E. Justice Omar Al Muhairi joined the Dubai Financial Services Authority as a Management Associate to provide the DFSA with a working knowledge of the UAE laws and its future co-relation with the DIFC laws. H.E. Justice Omar Al Muhairi was also appointed to the Committee, which established the DIFC Courts.

From November 2005 to September 2006, H.E. Justice Omar Al Muhairi attended intensive English language and legal training courses at The School of Oriental and African Studies (SOAS), University of London. In 2007 H.E. Justice Omar Al Muhairi was appointed as a Small Claims Tribunal Judge. In January 2008 he was sworn in as a Judge of the DIFC Courts and in April 2008 was appointed as Executive Judge.

In March 2008 H.E. Justice Omar Al Muhairi was appointed as a member of the Committee set up to review and implement changes to the Judicial Institute of Dubai. H.E. Justice Omar Al Muhairi is also a member of the Education Council of the Judicial Committee of Dubai.

H.E. Justice Omar Al Muhairi was appointed as a member of the Joint Committee of the Dubai Courts and the DIFC Courts which was established in December 2008 and appointed as a Member of Small Claims Panel for the Dubai World Tribunal on 17 August 2010. H.E. Justice Omar Al Muhairi also became a Member of the Advisory Council at Dubai Courts in May 2014.

H.E. Justice Ali Shamis Mohamed Shamis Al Madhani (of the DIFC Courts)

From 1994 until 1998, he was a Public Prosecutor for Dubai Public Prosecution. In 1998, H.E. Justice Ali Al Madhani was appointed by the Ruler of Dubai to serve as a Judge in the Dubai Courts. During his tenure as a Dubai Courts’ Judge, H.E. Justice Ali Al Madhani adjudicated over a large number of major criminal, commercial and civil cases.

In late 2004, H.E. Justice Ali Al Madhani joined the Dubai Financial Services Authority to provide expertise on local issues and the application of UAE and Dubai legislation to the DFSA. H.E. Justice Ali Al Madhani was also appointed to the Committee which established the DIFC Courts.

H.E. Justice Ali Al Madhani was appointed as a Senior Judicial Officer at the DIFC Courts in August 2005 and brings to the DIFC Courts a wealth of local legal experience with him.

H.E. Justice Ali Al Madhani obtained his Masters in International and Comparative Commercial Law at the School of African and Oriental Studies, University of London. (SOAS) in September 2007.

In 2007 H.E. Justice Ali Al Madhani was appointed as a Small Claims Tribunal Judge. In January 2008 he was sworn in as a Judge of the DIFC Courts. In April 2008 was appointed and sworn in as a Judge of the Court of Appeal of the DIFC Courts.

H.E. Justice Ali Al Madhani was appointed as a member of the Joint Committee of the Dubai Courts and the DIFC Courts which was established in December 2008 and appointed as a Member of the Small Claims Panel for the Dubai World Tribunal on 17 August 2010.

H.E. Justice Dr. Jamal Hussain Alsumaity (of the Dubai Courts)

Dr. Al Sumaiti obtained the Bachelor of Law from Dubai Police College, also holds a Master’s Degree in International Commercial Law from Nottingham University (UK) in 1998 and a PhD in Maritime Law from the University of Wales (UK) in 2004, and he is the first Emirati citizen having a PhD in this field. He also earned an Executive Diploma in Public Administration from the University of Lee Kuan Yew in Singapore in 2010. Dr. Al Sumaiti is a certified mentor and he participated in several conferences, internal and external courses.

He has extensive experience as he was appointed in several positions. He worked for Dubai Police as of 1994, when he was graduated in Dubai Police College’s third class, up to 2005. Afterwards, he became a Dubai Police Academy faculty member. In October 2005, he was appointed as a judge in Dubai Courts before being appointed as a Director General of Dubai Judicial Institute (DJI) in 2008, where he devoted his efforts to develop and upgrade the DJI’s activity.

He headed the work team assigned to develop the legal profession in Dubai and also headed the committee in charge of selecting the interpreters in Dubai Courts. He is a member of Supreme Committee of Legislations in Dubai and UAE Judicial Coordination Council.

He has several media and scientific contributions through weekly articles published in Al Bayan Newspaper and Emarat Al Youm Newspaper. He is the Editor-in-Chief of DJI Magazine, which is quarterly issued, and Dubai Judicial Institute Scientific Journal. He authored many books, e.g. Inspiration From Dubai, Law Of Companies.

In 1999, he received Rashid Award for Excellence for the Master Degree and he obtained the same Award in 2005 for the PhD. Dr. Al Sumaiti was also awarded the Dubai Court’s Excellence Award in 2007. In 2014, he received an Appreciation Award for Community Service from Minister of Interior.
